ARP block

hello all,
could u healp me how to block ARP in perticular windows in Local LAN.

Would you mind rephrase your words again.

1. if you block ARP in One PC, it will not negotiate the MAC Address.

2. Tell me the purpose of above request so that we can help accordingly.

coz so many traffic request comes in LAN. my main problem is our A pc & B pc are communicate frequently in lan than A pc is going to hang and when open the some file in A pc it's take a time.
the problem in only A & B pc in out LAN.
i could not find the exact solution.
plz help

Could you please breifly let us know is it a domain or workstation environment and how many users are there. Is it A & B only the problematic PC's out of all PC's
