can anyone help me to block vpn access to the internet and this vpn is bypassing the proxy server and accessing the internet

You could set an ACL or a rule in a your edge firewall to block outgoing VPN ports. Here is a list of VPN ports commonly used:

Is this an SSL VPN an IPsec vpn can you please elaborate if this is still an issue?
