Do penetration testers advertise their services, or is it a service that one must look in the underground to find, because I have never seen any type of advertisement for penetration testers...

Over here in the UK, they do advertise their services although usually under the umbrella of an IT security consultancy. As detailed in the previous posts you will probably get a lot of cowboys jumping on the IT security bandwagon, but I do know personally of one company that do know their stuff. You may also have heard of these guys - The Bunker . Their Technical director was the guy who publicised the vulnerability in hotel television infrared systems.
