i using DSL conection provided me by Local Telephone Company (Isp) ... modem conected to telephone line ... so i dont have public ip ... probibly private ip i uzing and i uzing internet services on my Pc so my queschan iz dat either ISP recognizin my pc/router by telephone no. while tranzalting through public ip //// or //// assigned me a serial no. to my modem ....?
cox i can change my ip on routr and maybe otherz user might hav da same ip of our ISP ... // //

So does the ISP recognize my PC/Router by telephone number by translating though public ip or does it recognize me by my serial number on my Modem. I can change the ip on my router is it possible that other users might have the same ip?

I'm guessing what is actually happening for you is your isp provides you with a PUBLIC ADDRESS on a dhcp lease that stays with you for the duration of your lease or until you release and renew your ip. You use that public address while you have it to preform NAT/PAT network address translation to your internal network which I am also guessing uses dhcp to hand out ip addresses but this time uses private addresses for your local machines.

Your telephone and internet operate on the same physical line your telephone and internet operate on two diffrent frequencys. Logically however your ISP identifiys your data network by the route it has to your modem interface it has stored in a ISP router. To be honest however I am not an expert in the inner workings of DSL networks hopefully someone else can elaborate on this more or maybe even correct me.

Using private addresses inside your network anyone can have the same one as you but chances are your ISP will not be giving out duplicate public addresses.

when u connected to ISP ...using private ip then ur internal ip iz in ur hand and u can change it,,,wt kinda u want to assign but externally ur ip iz assignd from ur isp -->DHCP, which u can't change unless u restart modem/routr ... i-e my modem/ruutr --- one intrface has ben assgnd ip addres from ISP'''DHCP and other interfce haz ben assgind ip addres locally (by uzer) which wrking for locally in user'z envormnt/////\\\\
