What method does Windows use to overwrite "deleted file

I understand that Windows simply deletes the pointer to the file and marks it available to be deleted, but how does Windows/NTFS determine when and where?
Does the file system start from the first cluster and work it way through looking for contiguous space? Is it random?
Any thoughts?
