Yes. Whereas WINS was Microsoft's proprietary name resolution service for NT based domains, Active Directory is built around DNS and just about relies on it. You'd have a hard time implementing AD without DNS. That said though, I bet you could do it with open-source DNS but why bother since MS provide integrated DNS services?
