I'm a little rough on the topic so correct my grammar if you see a mistake. But what im looking to do is to buy a linksys, netgear or similair router that will connect to my IPcop vpn. Thus allowing the entire network behind the other router to see my entire network behind my ipcop router.

Be as detailed as you like

What you're looking for is a device that supports not just "VPN pass-through" (as most do), but one that can actually terminate VPN tunnels.
You could use another IPCOP or the Linksys BEFVP41, Netgear FVS318 or any Draytek from the 2800 upwards. Or you could go CISCO if you've got the cash!!

I Second that. Done this several times with Drayteks now and they work well
