Router(configif)# int f0/0.10
Router(configsubif)# encapsulation dot1q 10
If you are unable to ping the getway it means you have not assign the correct deafault getway for pc

Default Gateway for the pc1 192.168.1.4
Default Gateway for the pc2 192.168.2.4
