ISP design documentation

Hi, i'm in need of some urgent technical opinion.

In my country,the government through the communication commission (a branch dealing with information technology) requires all ISPs to document & map a nationwide topology of all towns they provide services to and how their fiber optic, wimax or satellite grid looks like. This is for them to determine whether to give u an operating licence.
I recently started my own ISP & i wanted to know if theres a software to do this or a way of giving them a technical but graphical view of my topology(not in form of routers & switches bt in terms of towns,cities & exchange points). I provide data & VoIP services to 4 towns within two cities. How does ur ISP do it?
Any advice or opinion is welcome.

You can sketch it out , preferably interms of modem/router IP allocation. Also google Spicework may be it will help out
