1)if i turn on IIS, would the server act as a proxy server? how do i go about this?

2) if the proxy server feature is activated, do the clients need a static ip or should i turn on dhcp?

IIS is not a proxy server. You will need to get a product like Microsoft ISA server.

basically IIS is a Web Server wherein it houses or hosts your website files. for proxy servers you could try open sources as well like squid and ipcop..

how do i set up a proxy server using windows server 2003? does it have a proxy server capabilities? how do i access it? thanks...

Windows 2003 does not have an in-built proxy server. You will either need to get Microsoft ISA server if you want to keep it all Microsoft, or a free solution like Squid.
