The reason I didn't want to add the users to the domain admins group is because I didn't want the users using their user account to log into servers.

We had issues with startup group policy scripts breaking things. Unless you know a way to disable that.

Yes, you can prevent any group policy from applying to any user group or PC.

Open up Group Policy Management click on the policy and select Delegation.

Then you can add users groups and PC's click Advanced and Deny the "Apply Group Policy" So those users will not receive any "user" portion of the policy.

Obviously if the GP is using the computer configuration to apply settings those settings still apply because they are applied by the machine.

So what you can and can't do is all up to where the settings are being applied and your active directory OU structure is when linking group policy's.

We have allot of group policy's but they perform 1 function so we can enable and disable something at will and not block tons of settings.
