Is there any special service I should/could be running in our Server 2003 environment so that old computers are deleted by AD if they have not been on the network for more than a specified number of days?
The administrator has disabled public write access.

Here's a script that will disable or delete computer accounts that haven't been used within the last 60/90 days respectively. It should be easy enough to modify to work for other periods of time.

If you're not familar with VBS, I'd suggest doing some research into it. There are loads of online articles about the syntax and how to run the script. It's a very useful tool for a sysadmin to master.

Here's another technique that you might investigate.
