Since you have no router, IP blocking is not directly supported unless your switch is a layer 3. MAC blocking depends on your switch capabilities. Is it a Cisco Catalyst switch? D-Link? or...?

are using a cisco switch , consider port security or vlan

or if you have a small LAN you can allocate IP statically

most cheap routers have the ability to block mac addresses, please realize this is not very good security because it is so easy to spoof
Thanks

For ip filtering you need a Layer 3 device but for mac filtering , it depends on the functional capabilities of the switch .If it is manageable switch , you can achieve mac filtering but still depends on the switch functionality , depends completely on the manufacturer.....
