My Pc has 2 users: 1-administrator, 1-user(member of administrator). How to prohibit User reset administrator's password, don't use third party software.
The administrator has disabled public write access.

I dont think that it can be done since they have the rights.

What tasks are needed by this user ? Could you not set them as a standard user and then give them extra rights ?
