When I try to open Windows Services in Administrative tools, getting the following error,

MMC cannot open the file c:\windows\system32\services.mcs

This may be because this file does not exist, is not an mmc console, or wsa created by a later version of MMC. This could also be because you do not have sufficent access rights to the file.

Can anyone tell me how to solve the problem.

Does the file exisit ?

Can you run it from the command line ? Paste this into File --> Run "%SystemRoot%\system32\services.msc /s" WITHOUT THE QUOTES

Can you access the services section from Computer Management
(if not then its probably a permissions thing) ?

Can you create a new MMC and add Services into it and it work ok ? (If so then their may be an issue with the MMC Version).

The services.msc may just be corrupt, if you create the new MMC and add Services and it works, save it as "%systemroot\system32\services.msc"

Hope it helps
