if i have this traceroute result, where do you think probably the problem is? is it on my side or is it already with the provider. i noticed that my internet connection too slow within the past few days.

Hop 8 almost doubles the latency. However this could be normal depending on your ISP's setup.

Looks like once you hit teleglobe.net you're getting a slowdown... however as I said it's difficult to figure without a 'normal' traceroute to look at.

Looks like the foreign server is slowing or holding you up probably do to too much congestion. So it looks as though its not on your end but the isp's end.

plus if you have dial up it may not be unreachable you may just be timing out or something of that nature if the signal is traveling long distances.
