I get this message when opening a webpage,WHAT DOES THIS MEAN, AND HOW CAN I SOLVE THIS MATTER,

plenty things can cause this message to display

just do ,your basic network troubleshooting , check physical connections first, your IPs, your DNS etc

The error means that your computer / device is waiting for a response that it doesn't get.

You can compare it with a telephone converstation.

You say "Hello" and wait for a couple of seconds.. if you don't hear anything from the other side you can choose to say another time "Hello" and retry to get some respons.

When receiving no response, it is an time-out :)
