Is there any way to emulate a slower LAN connection than you currently have?
For example, if you are on an 100Mbps LAN, but want to see how an win32 application (not Internet tool) looks at 128 or 64 Kbps?
The administrator has disabled public write access.

If you look in the cool software forum you'll find someone (I think Neon) had posted something about some software that lets you decide the bandwidth available to any application that you run.

Sounds like what you're looking for
