Ps: I use a belkin router which provides me with a page to enter the IP address from which i wish to remotely manage the router but i am not sure what to do...

Don't the Belkin routers allow you to access them over HTTP (HTTPS) ? If i remember correctly, within the Belkin routers there is an option to make the Admin Page accessible from the Internet (its been a while since my Belkin broke so i could be mistaken).

I believe you should have 2 options.. Set up so any IP address can remote manage the router. Or 1 specific ip address can manage the router. The latter being more secure and what I would do....

There are a number of problems with remote admin...

being just one of them. And I get really really shakey about opening something like this up to everyone.

Anyway, put in the ip address of the machine you will be connecting from, from that machine put in your WAN IP and you should be golden.

Fully update, strong password, all that.
