I am planning to setup a DHCP server on win 2k3 box in 4 VLAN environment. Can someone help me with this setup.

You need to create different pools of IP's for the different VLAN's. Every VLAN should have its own subnet. The clients need to have connection with the server if they are seperated by a router you need to configure dhcp-relay otherwise you should be fine. The DHCP-server will know from what pool to give out an address because of where the request originated from.
