How do you configure an layer three switch and and assign one of the switch's port with a public IP address? An access list would be required on theperimeter router and firewall to allow the public IP to the switch port?

It's not really clear what you are asking here however if you want to assign an ip public or otherwise to an interface go into the interface configuration mode and use the ip address command.

Here is an example of intervlan routing where ip addresses are being assigned to "vlan interfaces":

A public IP is typically configured on the perimeter (edge) router, unless your own L3 switch is the perimeter, which I doubt.

It would help explaining your question further.
