TELNET COMMAND IS NOT PERMITTED FROM THIS TERMINAL

As far as I know, this particular error "Connections to that host not permited from this terminal" is usually reported when there is an access-class out command placed on the source (tel-netting router). In your case this is the branch office. Are you sure there is no access-class out there?

It would be better if you post your whole config. mask out any passwords or private stuff you have.

I agree with next_virus, there's a reason the administrator has blocked telnet access so it's best to ask rather than try to get into the machines. If the admin has got a syslog server happening and logs all access-list hits, then he'll surely be asking questions very soon :)

I'm guessing you need an SSH logon that you do not have (ask the person who manages the router). If you don't need one... look into getting one. Otherwise your router will not be your router for long.
