Most admin dont allow telnet traffic because it is not encrypted. I guess the router or firewall at the main office is blocking telnet traffic. Try TELNETTing to a system in your branch or a router that you know allow telnet traffic

@Sais:- MY question is why you want to telnet to H.O. router???

Your network admin has blocked tel-netting. If you want access of H.O devices, ask your network admin. he can provide you the limited access.
